We understand that families sometimes need flexibility in school placement. All interdistrict transfer requests are reviewed in accordance with California Education Code and district policy.
What Is an Interdistrict Transfer?
California law permits two or more school districts to enter into agreements allowing students to attend school outside their district of residence.
An Interdistrict Transfer Attendance Permit allows a student to enroll in another district when approved by:
- The district of residence
- The desired district of attendance
Transfer agreements may be granted for up to five years and may be renewed.
All transfers are approved on a space and program availability basis.
How to Apply
- Complete the Interdistrict Transfer Request form located at the bottom of this page.
- Submit the form to your district of residence.
- If approved, the request will be forwarded to the requested district.
- You will receive written notification of approval or denial.
- If denied, you may appeal within 30 calendar days.
General Transfer Requests
(Education Code § 46600)
Parents/guardians may request a transfer for a variety of reasons, including to meet a student’s childcare needs.
If either district denies the request, the parent/guardian may appeal the decision to the County Board of Education within 30 calendar days of the final denial.
Parental Employment Transfers
(Education Code § 48204)
A student may meet residency requirements for attendance if at least one parent or legal guardian is physically employed within the boundaries of the requested district for a minimum of 10 hours per school week.
Admission under this provision is not automatic.
A district may not deny a transfer based on:
- Race
- Ethnicity
- Gender
- Parental income
- Scholastic achievement
- Any other arbitrary consideration
Once approved under parental employment, a student does not need to reapply annually, provided:
- The parent continues employment within the district boundaries, and
- The student meets all permit terms and conditions.
Transfers May Be Denied If:
- There is no space available in the requested school or program
- The transfer would negatively impact the district (e.g., court-ordered desegregation plan or racial/ethnic balance requirements)
- The cost of educating the student exceeds the state aid received
- The transfer would result in a net outflow of students beyond state-established limits
If denied, the district is encouraged to provide written notice explaining the reason(s) for the decision.
Appeals Process
If your transfer request is denied, you may appeal to the County Board of Education within 30 calendar days of the final denial.
