What Is an Intradistrict Transfer?
California law requires school districts to allow parents/guardians to request enrollment in a school within the district other than their assigned school, subject to space availability.
Priority and Selection
- Students who live within a school’s attendance area receive priority for enrollment.
- If requests exceed available openings, students are selected through a random, unbiased lottery process.
- Academic, athletic, or other performance factors may not be used to approve or deny a transfer.
The district determines the number of available openings at each school.
Additional Considerations
- A transfer may be denied if it would disrupt racial or ethnic balance.
- A transfer may be denied if it would place the district out of compliance with a court-ordered or voluntary desegregation plan.
The district is not required to provide transportation for transfer students.
Appeals
There is no automatic right to appeal a denied intradistrict transfer. The district may provide a voluntary appeal process.
All intradistrict transfer requests are processed in accordance with Board Policy 5116.1 and Administrative Regulation 5116.1.
